No Blue Tickets from Level 10 Party [ Edited ]

I had 7 Blue tickets.  Then when I went to collect the rewards from the level 10 party I hosted, it did not show any blue tickets in the rewards, and I still had 7.

A similar thing happened to another Level 10 party I visited as a guest (And had 3 stars/more than 500 points contributed).  Most of the other parties I've collected from were level 5 or less.

When doing the Hot Tub events, it says there is a blue ticket possible.

Sometimes there is one, sometimes there is not.  What determines the blue ticket there?

Do you see that yellow circle around this blue ticket? That displays your chances of getting a tickets. 

If you look at my screenshot you can see mine for these events (if Phantom wasn't busy) would be 50/50.
