No matter what I try, I always get this screen as if my disc was too dirty or damaged. It is brand new

Turns out the optic needed to be replaced. For some reason, it also fixed my other problems (Paypal and PS Store issues).
All is good now.

Super disappointing but you will have to get a replacement disc from your retailer.
This is assuming all other game discs function normally.

Unfortunately, the new disc I tried this morning didnt do it. All other game discs work fine :-(

Can you try booting your console in Safe Mode and then Rebuild database, option 5?
