New account, Captcha Problems - fixed?

From searching reddit it appears that this Captcha problem has been fixed by the developers 6 months ago. I am trying to make my first account yet I keep getting this error. What am I missing?

What is the error you are receiving? Can you attach a screen shot? So far I haven't heard of the issue ocuring recently.
