Network Latency When Damaging

I have no problems picking up items, opening door etc.. But when I shoot at other players it takes more than 1.5 seconds to dosplay damage or have an effect. I checked the data center to see if i'm oon the right server and if my ping is good and they were. I've tried everything for the past 2 days. I even formatted my whole pc and it still didn't fix it. I've tried everything and it still isn't working. Disappointing to be honest since i really like the game but I can't really play it with this delay. Please help.
