Hopefully no one has this issue anymore, but contacting EA will not get those packages redownloaded. First, on your home screen, find NFS Payback. Before launching, press down on the directional pad. It should pull up some game info. On the left you will see a list. Scroll down to Playstation Store. Then on the right you will see a new list. The top one will say "Your Add-Ons". Click on that and it will direct you to the DLC you have bought for the game and all you have to do now is simply press download on the premium car pack and high roller packs. That's it!
