I have an Insignia 40 inch 1080. Same issue. PS4 settings does not help.

You have to use your tv remote to adjust aspect ratio, zoom etc. Cannot do this in game or through Xbox settings.

All other games have screen size adjustments.  Obviously it's not that rare of an issue.
