NFS Heat Low usage and low fps

I have switched my cpu from an i5 9600K to an i7 9700K and i did a completly fresh install of Windows 10, after a time i wanted to play nfs heat again so i downloaded it from origin and after i started the game i realized that its just running with about 30-45 fps but the usage of my gpu and cpu are at about 30% for the gpu and 60% cpu. i tried reinstalling it, i tried the fix guides regarding the profile cfg trick and some other tips but nothing helped.

My System:

i7 9700K 5GHz (AVX -2 Offset)

RTX 2070

16GB DDR4 3200

and the ghame is installed on the os ssd (Samsung 850 Evo 500g)

NVIDIA Driver: 457.09

Windows 10 2004

• Download and install these VCredist files: https://answers.ea.com/t5/Origin-Client-Web-Technical/System-Error-Cannot-launch-Sims-4/m-p/9719087#...
• Open the NVIDIA control panel and click Reset Default settings and then Apply at the bottom
• Perform a clean boot before starting the game: http://support.microsoft.com/kb/929135 or http://help.ea.com/en/article/how-to-clean-boot-your-pc/

ein clean boot hatte geholfen aber das kann ja kein dauerzustand sein dass ich alle dienste deaktiviere nur damit ich ein spiel aus dem Hause EA spielen kann. Mal anders gefragt gibt es denn bekannte software die sich nicht mit dem spiel verträgt?

ok hab das betreffende programm gefunden es ist acronis true image, warum auch immer
