My battlefield V shutters and lags on all settings on 1080p, 60hz.
My rig:
i7 2600 4 cores, 8 threads
8GB Kingston 1600mhz Ram
2Tb Seagate HDD
GTX 1060 Aorus Edition

This problem probably comes from the CPU beeing it slow throughput in total or high temperatures above the 60deg. Celsius.
I would start with
Make sure Windows is up-to-date
Make sure you have the latest video driver
Make sure your motherboard chipset software driver is updated
Make sure PhysX is running on GPU
Make sure NV driver is set to max. Performance
Disable all unrequired background apps not needed for the game or try a cleanboot
Make sure the cpu /PC is clean of dust and component temperatures are within range
