Major stuttering and frametime issues [ Edited ]

I have an issue in Apex where I get frequent stutters and hitches.

Have tried windows re-install , new Mobo, SSD etc. All sevrice apart from Apex running.

CPU usage is fine below 60%. Gpu usage dips coincide with stutters.

Is this normal, Cans someone else run a hardware monitor using MSI afterburner and confirm that this is the games fault?

Issue was fixed DDU'ing to older 397.93 drivers.

Did almost everything, can't believe it worked but it did.
