I'm posting for a friend of mine who has been having trouble with SWTOR. It's reached the point where he's considering dropping his sub and just quitting the game and I can't really blame him.
When he's tabbed in, the game runs like garbage. 4 - 20 FPS most of the time. Sometimes it might spike a bit but in general he gets low, stuttery framerate no matter where he is.
If he tabs out, the framerate goes up to 70+. I confirmed this tonight; he was streaming it over Discord and the framerate on Fleet went up to 75 the moment he tabbed out. When he tabbed back in, it dropped to 10.
His specs are, and I'm quoting him here: "GTX 1080 32g ddr5 ram I7 6700K overclocked to 4.3GHZ". This is running under Windows 10. His video card driver is up to date.
This is, obviously, more than good enough to run the game.
Anyone have anything we can try?

I run a 1080 with a 6700K not overclock and usually get 200fps
Ensure Windows power options are on High Performance.
If using a Gsync monitor try disabling gsynch as a test (there is a known bug with gsynch that causes low fps)

Install Direct X 9c so that the PC does not need to emulate it. Sometimes the emulation of Direct X 9 can lead to a low frame rate in SWTOR. Especially in Areas with a lot of characters like Warzones or the fleet it can help to have this installed.

There's that, and I've told him to check the other things. I'll update if that helps. Thank you for looking into it!
Edit: Disabling gsync made the problem worse, not better. Still low FPS if tabbed in, high if tabbed out.
That's the weird part, to me; it's not universally low. Something about being the focus window is lowering the framerate.
He says he definitely installed DirectX 9.0c as well.

Dxdiag shows he has crash issues with destiny2 and overwatch and that is about it
Here is a link about gsync i mentioned , reason is symptom is 24fps and lower
I gather he has checked temps are good on the CPU etc when game is running ?
It may be worth disabling game mode to test per this link and get him to disable full screen optimization on the game shortcut per the image below and see if any change.

He says none of that helped. I walked him through changing the fullscreen optimizations setting as well as disabling game mode. Temps on both his CPU and GPU are fine. The GPU can push as high as 65 - 70 once in a while but that's well within the operating range for it. CPU temp stays under 40.
He tried rolling back his driver to one from March and that fixed his crashes with Overwatch and Destiny, but it hasn't changed anything in SWTOR. We're kind of at a loss here.

Can you get him to set gsynch to fullscreen only and try setting the refresh rate as mentioned at the end of this link
Still think this is related to gsynch as i mentioned earlier
