My pc rig:
16 ram, gtx 1070, i5-8400.
All the parts are new.
Now the thing is that my friend who has the same rig except hus graphics card is the 1060 as opposed to my 1070, and he runs the game smoothley at 60 fps(like really smoothley, it doesn't drop below 58 frames).
While I barely scrape 60 fps.
Mind you we are both using the same graphic settings and even when I tried lowering my settings the problem still continued.
I even tried reseting my computer and that didn't help.
Any one has any suggestions?

Remember to turn "Future Frame Rendering" ON in advanced video settings and disable V-sync in game.

On top of that when I set the settings on medium it runs even worse at 30-40 fps while the cpu is used at it's 100%

@LilMcPuff It could be due to a program on the PC have you tried a clean boot to see if it makes any difference?
https://support.microsoft.com/en-ca/help/929135/how-to-perform-a-clean-boot-in-windows
Also please try all this for settings ....
Disable Origin in game:
In Origin - Application settings - Origin in Game - disable Origin in game
Origin Cloud Storage turn it off
Origin, settings, General
Open Nvidia Control panel under 3D settings go to Adjust image settings with preview
Pick use my preference and set it to performance and hit apply.
Next step in game video settings advanced in BFV .....
DXR enabled OFF
Nvidia DLSS OFF
High Dynamic Range OFF
Make sure frame rate limiter is set to 200
future frame rendering- off
vertical sync- off
UI Upscasling AUTO
GPU memory restriction- off
Below set graphics quality to custom
Everything on med or low but stuff below...
Mesh Quality is on Ultra
Antialiasing post processing is on TAA LOW
Ambient Occlusion is OFF

Under Basic Video settings do this for settings in BFV

To see fps in game with no typing do this....
To see FPS in game with out fraps etc:
1- open note pad
2-put this in the note pad.....
perfoverlay.drawfps 1
Perfoverlay.fpsdisplayscale 4 <<< this can change to 3 or 2 or 1 depending how big or small you want it. 4 is large.
3-when you make the user.cfg in notepad, change the file type from text to all. And name it user.cfg
4-Put in .....:\Program Files\Origin Games\Battlefield 5
5-Also close Origin to put cfg in just to be safe :}
6-You will see your FPS in top right of screen when you start BF5
If you still have issues look at ..
It could also be Armoury Crate making issues or GForce experience if you have them installed please uninstall them .

Since every PC is different from the others I can't give you a clear answer.
BFV is hungry for cpu threads. So IMO your cpu (6cores/6 threads) is maxed out by the demands of the gpu and that's why is at 100% while ,I guess, your gpu usage is not.
Your friend's gpu is not that powerful as yours so doesn't demand that extra from the cpu like yours and that's why his system can handle better the game.
