Low FPS. CPU all cores 100%

SPECS:

i7 9700K @ 4.8GHz

32GB DDR4 3000

RTX 3080

M2 NVME OS and Game

Win10 22H2 and Win11 22H2 dual boot

I'm getting 30-50 FPS in game regardless of graphics settings and resolution. Same FPS on low 1080P as ultra 1440P. Task manager is showing all cores maxed out. Have seen other videos with same CPU running fine. In the menu before loading story it seems fine as well. I just see all my cores getting slammed for some reason. No issues with other modern titles like MW2 and BF2042.

Have tried different drivers, different gfe, even created a fresh dual boot OS and same issue there. Updated BIOS tried that user.cfg file as well. Recreated shaders\reinstalled game. No clue what else to try and tune.

Have you tried NFS Heat CPU load fix?

Some people have claimed that it worked in Unbound, even though it is made for NFS Heat

@HoodedUnicorn Yea tried that, doesn’t seem to affect anything. Read somewhere it stopped working with 1.0.5 update and wonder if that’s why no difference. Thanks for the suggestion though.
