Low CPU GPU load and low FPS Apex Legends

Hi everyone, I have a big drop fps problem.

I play Apex Legends.

My PC :
RTX 2080 ti Gigabyte OC edition 11 gb
Asus rog strix x 399

AMD Ryzen 1950x 16 core

32 gb ddr4 lpx vegaence Corsair 3200 mhz

Corsair RM1000x 

 

In lobby at minimum settings I stay at 300 fps in FHD and my cpu load is at 20 % and gpu at 50/60%

The problem is when  start the game after the champion's banner, when I stay on drop ship my fps drop at 40/50 and cpu load at 30% gpu at 30 %.

During the gameplay my fps stay between 30 and 140...and cpu and gpu load are both under 40%. I tried to set high performance in Windows, in nvidia panel the same, I tried to unistall the video driver and reinstall it but the result is always the same, i tried to reinstall the game, to delete easycheat and repair the game but nothing, I tested my components with benchmarks and everything seems to work perfectly… I really don't know what's going on, hope you can help me.

Have you already tried Clean booting your system to make sure 3rd party applications aren't interfering?
Could you add a Dxdiag file so we have more information about your system?

What are your CPU&GPU temperatures while gaming? I'm suspicious about mHz rates, can you check them in-game?
