Launcher failing to Launch

I have tried reinstalling and restarting with no success.  When I click run on launcher.exe it does not do anything. It shows up in my task manager under background processes but nothing pops up.  here is my dxdiag

I am having the same problem even tried unistalling the game and reinstalling it and still same problem hope they get this fixed soon.

It's possible that a firewall or antivirus is blocking the program, or there is an issue with the administrator password prompt (which the launcher requires every time).

I disabled everything except windows defender and still no launch.

If you boot into safe mode with networking does the launcher appear ?
