Latency so bad that game is unplayable (pc, windows 8.1)

I have tried Zael's guide, the problem remains. It's most likely a server issue, as when it happens it also affects the gameplay of my team-mates. That reads to me as the server infrastructure not knowing QUITE how to handle me on some level since it's not isolated to my system.

Out of interest, does it happen to your team mates on the same server when they don't play with you?
