Pls, help me.

1.10 in 12:52 (+4) I done last quest of the event within spending of 49 green simoleons for this. After I saw tha notification that I have got "Antique Webcam", but later I tried to buy the stuff for this hobbie and it was blocked. I tried to check in "Heirloom Collection" and saw that its locked. Pls, help me. It is not fair. I spent time and 49 green simoleons.

Have you tried placing down the camera heirloom on the lot before purchasing the objects of the hobby?

How? I can't find this in "storage" and in Heirloom Collection its blocked, but I completed last quest before ending of the event (5-7minutes). 

I need a technical specialist, who can check my logs. 

I know about transactions, he can see how I spent in 12:52 (+4 GMT; 01.10.18) 49 green simoleons.

Best thing would be to contact an EA game advisor about this issue.

You can do so through The Sims Mobile app. Open the side menu, choose the gear icon, then the button with 'Help'.
