Do you have an S7 or S8?
Did you try:
"To make sure there's not an issue with Google Play Store app, in Settings -> Apps -> Google Play Store -> Storage, tap Clear Data. Reboot your device, open Google Play Store, accept the Terms of service and try again."
I'm on an S8 and i've read that the game runs well on S7 so I should 100% be able to run it aswell.
Honestly thanks for going the extra mile to assist, no idea where the issue is at fault here.

With all the basics covered I'm not sure what to suggest anymore... It should be working but it isn't.
