In game packs not showing

Can you tell me why my game has no for purchase packs? I also have a lot of trouble just signing into the game. I am on WiFi . I restart the ph I’ve dumped all the pages in my safari browser. Is this something in the game or my ph. I have invested a lot of time and money in this game. I hope it wasn’t a mistake. 

The box comes up saying “check your connection”
