I didn't receive a Heirloom set after opening 515 packs [ Edited ]

I was wondering why I didn't get the heirloom set after buying all the packs an I also calculate every single pack I bought on the Apex pack calculator page, I read some articles like this one so hope someone helps @EA_David @EA_Atic @EA_Kent @EA_Mari I tagged you because I saw that you answer problems like this one
