I cant recieve or send cross-platform friend requests

I have fixed every single setting, and im trying to friend him. It says that his account doesnt exist and when he friends me i cant see it. In club it says offline for both of us

same, i cant send or reciece requests at all, the message pops up saying it has gone through but my friend hasn't received it
