How to move underaged account to new device

My son is using an underaged account, which works fine.

But I'm preparing a new device for him and want to understand how I can setup his saved data on the other device.

Both are Samsung and due to underaged there is no Google Play or Device Link through Facebook available.

Any thoughts/ideas on how to arrange this?
