Horrible prediction error, insane stuttering

So I thought it was due to my internet connection which was previously USB tehtering with my mobile data, so I got a new connection which is 100mbps bw, the problem is still there

@EzyHawk my ping is pretty solid getting 50-60 with 0 % packet loss I ran uo Trace. I'm here after trying the basis troubleshooting
