Heroes of Legends Packs Not Showing Up

According to the forums, the Heroes of Legends packs are supposed to be available for purchase at level 20+. The Revan event went live again while I was level 59 and am now level 60, but the packs are nowhere to be found. And, no, I have never bought them before. Is anyone else experiencing this?

No, the packs are there for me. Are you sure the packs unlock at level 60?
