Help with high latency/ping

Hi all, I live in Singapore. I have a recurring problem with BF1. High latency and ping sometimes. It's not all the time mind you. I had this problem before and I let my ISP know. They helped once. Ping stabilized at about 25-40. Yesterday all of a sudden this dreaded nightmare came back again. 

Anyone here from Singapore (Singtel users) that can possibly help out a poor soul here? It's so aggravating.
