Game still running in background after closing running apps [ Edited ]

I'm playing on two android devices and although I close the app by clearing my recent apps, when I switch to my second device, I always get the prompt that the game is open on another device.  I then have to restart the game.  Is there another step I should be doing, or is force stopping the app my only option?

I don't have this issue with any other games that I play.  Some give me a prompt asking if i wish to leave, others just simply close in the same manner as the sims mobile app, but I am able to open these games on the second device without any problems.

I've had a look through the forums but don't see this issue posted previously. 

Thanks in advance for any info you can provide.

ETA  This also happens even if the other device is switched off.  My game is connected by Google Play only.

Is this the message you get? I also have the game in two Android devices and get this message. 

I believe it's normal for this game. Just tap Okay and the game starts by itself.
