Game freezing for 20 seconds or longer

Whenever im in game everytime i seem to run into a team or any other players my game will completely freeze for a good 15-20 seconds sometimes longer and ill end up being dead. Tried reinstalling and lowering graphics settings not sure what the cause of the problem is. I get a red icon on the top right of the screen everytime it happens not sure what it means.

What are your specs? alot of people seem to be having this problem and alot of them seem to have AMD 6000 series CPUS
