Edit: I also tried the 3G texture streaming thing again, and it did increase my FPS, but I'm still at 100% CPU usage and I just crashed... so that doesn't really help.

Did the game crash in the last hour when you took this screen shot?

Something to try out.
Try a monitored game run.
Open task manager and click the processes tab till the apps that use the most CPU are at the top.
like so:
Then post a screen shot whilstrunning around in training or whatever uses the most CPU.

I've tried this before and Apex Legends was at the top with 80% or something, followed by discord and some background stuff.
But I'll do it again and send you the screen.
I even close chrome and Spotify and all other crap when I play, yet it does nothing.

Yes, I took the screenshot a couple minutes after it crashed, without launching the game again.

I know this sounds too simple to work but please try it!
I had this same issue and it killed me because this game is so great.
Step 1. Restart your game completely, when you start back up do not alt-tab. if you ever do alt-tab, restart your game completely. I have not crashed since i started this.
Step 2. Change all video settings back to default (you can keep fullscreen enabled and vsync disabled.)
I have a $500 prebuilt potato from microcenter and at default settings I get 100 fps.
Try these and I bet you won't crash anymore

I dont think its the GPU, his CPU should not be bottlenecking a 970.
Im thinking it could be virus or malware related.

Oh *, I hope your wrong. It does seem strange that it uses so much processing power, but ImI alwaus very careful on the internet and I have Windoes Defender (I know, I know, definitely not the best) and I've also never had this before with a game.
Besides, there are othet people that are having similar issues, so I don't think (and hope) that it's a virus or malware something...

A virus would be an easier diagnosis to fix than a coding issue with the game tbh.
