Game crashes with error C12 immediately upon start up

I'm aware this is some kind of fairly consistent problem, I've tried quite a few 'deleting bitraider' related fixes and admin privileges and rebooting and so on but it doesn't seem to have settled anything. I'm trying to play the first area whilst the rest of the game downloads, but I hit play and it goes to the first load screen and then a few moments later it closes and gives this error

Error code: C12

Failed to load room dat file

[/world/livecontent/systemgenerated/3758002374/faction_select_level_70.dat]

Reason: Not Found

Any clarity on what's going on here?

In the game folder there is a log folder with launcher logs can you attach the latest log 

ordinarily i would say the game is not downloaded for the character trying to be loaded , did you do a repair per https://answers.ea.com/t5/Troubleshooting-Guides-Info/GUIDE-Client-Repair-Scan/td-p/6454174/jump-to/...

other then that i would wait until the game says it is finished downloading
