Fps Drop problem

I have problem when I on the air my fps drop into 10 fps(it very lag and my voices cutting out from Discord) But sometime it run at 30 (it not lag voices doesn't cut out from Discord) when on the ground my fps run at 60
Can anyone tell me how to fix it
my pc spec
cpu: amd ryzen 7 4700s
gpu: rx 550
ram: 16 gb
hdd: 500gb
Or this is normal for my pc spec?

@duz01 Can you confirm your ingame settings?
Try to set everything to the lowest possible settings and try to run without any other instances in the background to see if this solve your issue.

do you have hard disk drive or an ssd? my game lags a lot at start of the game when it is not fully loaded yet - due to my usage of HDD as storage for the game
