I have been having this problem for a few weeks now on the PC. For whatever reason, I can connect every few start ups but the only way I can consistently connect is to reboot my machine until it does. I have also tried your trouble shooting issues list and it appears to have no effects on my connection to the servers.

That's odd you have to restart your PC to connect to the servers. Do you know if you have any Windows updates that are pending to be installed? Search "Windows Updates" in the desktop search bar to check for pending updates.
We have some connection troubleshooting steps in the link below, have you tried any of those steps? There is also a free program you can download called a "UO Trace" tool which shows just how your connection is exactly reaching our servers. It helps identify packet loss, average ping, and ping variance.
