I am having CPU usage issues in Apex Legends. The game would run consistently at 100% CPU, causing stutter. I was using a Core i7-6700k. I recently upgraded to a Core i7-9700k to combat this issue. While better, I still run into 100% CPU usage when I start up the game, and it tends to persist for about 20-30 minutes. After that point, the game seems to run at about 70-80% CPU usage. The game still stutters if I keep other programs open that bring total CPU usage to 100%. This usage seems absurdly high, given that it is a new processor. I have tried reducing game settings to help with no improvement. I have also looked for other processes that may be interfering, but nothing stands out.

Temporarily disable your antivirus, it is possible it is doing "on access scanning" and could be checking the game assets for viruses as they are loaded!
Perform a clean boot too to help prevent unnecessary software loading:
