Extreme packet loss ( with screenshots) -red squares-

Alright so I've been having packet loss that started about 2 days ago. This is my internet.

Moving on..  I've refreshed my DNS server using Ipconfig. I've reinstalled, repaired all that good stuff. I've done literally every basic/advanced troubleshoot. I've port forwarded already.
I also have this.. is there anyway I can fix the 4^ and 2% packet loss to 209.249.20.174.IPYX-137901 -920-ZY0.zip.zayo.com and a23-202-231-169.deploy.static.akamaitechnologies.com
