It does it in 300MHz increments. Meaning it drops by 300MHz then waits to see if the temperature drops below 90. If it doesn't then it drops another 300MHz and so on until it reaches under 90 or gets so low the system crashes.
Through some Googling I've found this is a very common issue with the Helios lineup.
