Emperor stun chance

The rng on the emperor needs fixed. I'm using first order currently, and I'm facing people with 10k less power than me that are empire the problem is that I can't win because every time everybody but one person gets stunned. you can't fight a battle if you can't attack at all, it's basically them attacking while I sit still. My tenacity is also between 30 and 50% on all of them
