Emperor palpatine heal ability

I have an issue with my palpatine, everytime I try to use his ‘let the hate flow’ ability (which is a self heal) he does the 5% damage to everyone else but then he doesn’t heal the 150% of the damage done. I was hoping someone would know why and what I can do to fix it.
