Thanks it worked for me!

I tried these ;

Write and search for 'cmd' on your windows search bar. Right click on command sistem and Run as Admin. When you are in command panel copy and paste this line without parentheses (Sfc /scannow) then push enter.

It is going to take some times to finish scanning. And when it finishes just restart your computer first.

After that Fifa 23 starts working!!!

found the solution. close the EA app, close the EA AntiCheat process from task manager -> processes. Download and install Origin (https://origin.onl/ - it works on Win 11 as well), create account if you don't have one, and when you launch the Origin App, it will automatically recognize the game and you will be able to launch it without any issues. this is what worked for me, only with Origin.
