I am unsure where to place this thread, but I think Technical Issues is a good place. I play on a non-HDR 4k tv on my PS4 pro and the colors are vibrant and wonderful, however, when I play on my PC which is non-HDR but only 1080p, the colors are more washed out and are not vibrant. I don't know if there is a setting or if it is because of my tv being 4k (I don't think that would be it because 4k is just how many pixles, giving a sharper and clearer image, not vibrancy.). If anyone could help me on this because I would like to move more permanently to pc, but the washed out colors make it hard to play.

Check the colour settings on your PC display and if they are all set appropriately, you can increase the colour saturation there and/or on your GPU.
The setting on your GPU might be called vibrance or digital vibrance.
