Crossplay won't work.

I attempted to set up a squadron with some friends this evening, and despite all of us having crossplay turned on, the game says that we don't, and so we can't invite each other. Any solutions?

Two of us play on Steam, the third plays on Xbox. We've played squadrons together before, but for the past month or so we've been unable to make a squadron together.
