You can't until someone decides to actually patch the game for good, and make it compatible with all cpus in the market. Most likely your cpu is being labeled as below the minimum requirements, even if it isn't, just because they decided to do so.

why does it not run?
I can run all other games at full HD and this wont even load.
Is it possible to patch it or something?
I really want to play and it fights back really hard.

can run fortnite 110 fps so why this game not"
Nice CPU overclock, but having a graphics card with less than 4GB these days is trouble.
Apex probably wouldn't play nice with a 2GB graphics card.
Note: Even the base PS4 and Xbox One have access to about 5GB (of their 8GB total) for graphics, so multi-platform games are often looking for a 4GB GPU (min) these days.
