Constant unable-to-connect errors when trying to play duos

Extremely frustrated with this error.  

We have two Xboxes in the house and we get constant unable-to-connect errors when trying to play duos in Apex.  This error only happens when we play in the same house.  The game works fine when partied up across town.

Internet connection isn't the issue.

All other games work fine except when trying to play Apex.

Any solutions for this or is it just on the developers?
