Cartel Market Item not Activating and Customer Service Misinformed

So a few days ago I purchased Speeder Rank V from the Cartel Market but the game won't let me activate it and says that I already bought it even though I didn't. I submitted a ticket and I got an email saying it's cause I didn't purchase Rank IV which is total BS because I bought Rank IV over a week ago. I submitted another ticket that including me saying I bought Rank IV but have still yet to hear back.

I can think of 3 reasons it wouldn't be possible to activate:

• You are lower than level 35
• You haven't unlocked Speeder Piloting Rank IV
• You've already unlocked Speeder Piloting Rank V

Any of those apply?

If you go to purchase speeder rank iv will it allow you too ?
