Hey there yall...
Had this game installed back in the day (around 1 year ago) and had no problems at all. Uninstalled for a time and then reinstalled around 2 weeks ago - but despite being able to log into my account on the website I am unable to login to the launcher.
This error message "The login service is currently unavailable..." shows up when I attempt to log in, preventing me from installing any updates to the launcher or even install the game.

Now, i'm no technical genius.... but I think the problem may be something to do with the Promos Error Status -134 (just got a feeling).
I have been through all the troubleshooting: I have reinstalled, repaired, tried streaming, non-streaming, pinging all the recommended sites (all successful), screwing around with my antivirus/firewall and used windows safe-mode. Nothing seems to work.
I know something is stopping this communication between the launcher and the patchmanifest because when I launched the game from windows safe-mode the launcher looked different. I could see the fore-ground picture of the latest update. In this mode I was able to log-in but, of course, I would be unable to download the game from this mode and playing it in safe-mode is undesirable...
Found some others online with the same looking error code and the result is either inconclusive or a change to anti-virus. I posses the bi-polar, schizophrenic 'Bullguard' antivirus software and could not find any recommendations that would apply to it (and I have tried turning it off!)

You can try using this repair utility at this link
-134 can usually be caused by antivirus , i know you said "turned off" the antivirus but i have found what you think is turned off actually isnt and the only way to know 100% is to uninstall the antivirus, reboot then test then re-install the antivirus.
eg is protocol filtering on eset was seen to persist even after when people thought they had disabled the antivirus
Safe mode and able to login just re-inforces that this is likely antivirus related
did quick google for bullguard and found this link for example
If uninstalling bullguard , rebooting then you can login on the launcher yo uare best talking to bullguard

Thanks man - noticed you single handedly answer more queries than all of EA.
I followed your second link and de-activated my default parental control profiles - cant tell what but something in them was blocking the access to the patch...
