Cant Join Any Crew

guys, I have a problem and I looked for everything to solve and I couldn't. I play on the PC, I saw that there was only me and another person in the automatic crew that the game put me in, then I left it. now i can't get into any other and i tried in every possible way to fix it and i can't, whoever can help me with this i really appreciate.

i saw that was a bug, if i turn the language to english, it could fix, but i turn all my setting to english and dont fix it.
