Can't switch accounts through Google+ nor the play store

Why can't I switch my account with using google play? Every time I try it says google+ couldn't set up my account at that time on both phones. Is there any other way i can switch my main account without using ths play store? I have both player id's and usernames.

@darthdane000 Hi, can you make sure you close any apps that use your login before you try to make a switch? It seems that existing active apps can lead to the error message you're describing.
