Can't progress campaign because lower card won't work

Steps: How can we find the bug ourselves? I have no idea.
What happens when the bug occurs? I can't use my lower ability card, it says to press f2, but it is usually binded to 2, if I press 2 then the card will blink but won't be used, I've tried restarting the game, mission and checkpoint. And tried to bind it to f2 but it won't let me bind it to f2. fn + f2 won't work. Any other f2 button works but if I bind it to the lower ability button it still doesn't work.
What do you expect to see? My lower ability card to work so that I can call the orbital strike and progress the mission.

The first screenshot is when the button is not pressed and I have binded the lower card to f8, the second one is when I press f8 down, if I click right click along with it nothing happens anyway.
