Can't Make Substitutions in Franchise Mode

So, I have tried having auto subs on and off. I have tried making substitutions during timeouts and during gameplay. No matter what I do the subs never come in. The computer never makes substitutions for me unless  there is a player with foul trouble. Meanwhile the other team just keeps their players fresh and suddenly guys rated 75 are torching my best players. Please fix this.
