The video card is probably fine. I used to have a GTX 650 2 GB. You will have to turn down graphical settings. The CPU is probably week but at least it is 4 cores which is the absolute minimum. I was using a Phenom II with 4 cores. At least the L2 cache is 12 MB. Your RAM is too low. This game needs 8 GB. The OS matters as well. You will need some 64 bit version of Win 7, Win 8, Win 10. I going to guess that you will get from 10 to 40 FPS.
