I am facing an issue of *CPU does not have popcnt*. My pc specs Quad core Q9550  2.9 Ghz, 8 GB ram, GTX 960 4 gb. Can you please fix this error? I really love this game. I can't afford a better PC. So, can you please fix this error...

I'm afraid your CPU is below the minimum requirement to run Apex Legends and you'll not able to run Apex Legends.
So we can't really do anything about this issue here on Answer HQ, if you want to play Apex legends you need to look for a CPU with SSE4 CPU instructions set.

Minimum system requirements:

OS: 64-bit Windows 7

CPU: Intel Core i3-6300 3.8GHz | AMD FX-4350 4.2 GHz Quad-Core Processor

RAM: 6GB

GPU: NVIDIA GeForce GT 640 | Radeon HD 7700

GPU RAM: 1 GB

HARD DRIVE: Minimum 30 GB of free space
