In my case the new patch improved the issues a lot however it is still not as smooth as it was once and as it should be. I still suffer from lags and high ping spikes - often also package loss and server issues. So to sum up: The patch has improved the server situation but just only a little. There is still much work to do in order to make the game enjoyable again.
