In the Heroic Rancor raid, Biggs (under a Teebo lead) isn't healing when he attacks, no other character on the team is having this problem except Biggs.

Biggs has a natural 0% in Health Steal. You may be used to using him in Wedge lead parties where he heals off Wedge’s ability.
